Have you looked into folding bikes? Their chief security feature is that you can schlep them into your office or apartment, but also, when they're folded, a cable lock secures both wheels and the frame.

I loved that show. The clip "an open letter to the people who watched the guy steal Bruce's bike wheel" is funny too.

And really, what kind of idiot steals just a front wheel? Hilarious.

Does DC have sheriff's sales? I remember when I was in college, the city would regularly have auctions to get rid of all the unclaimed impounded bikes they collected. There were LOTS of them. You might be able to pick up a cheap one that way so it wouldn't hurt so much if it got stolen.

Most likely, the thief walked off with the frame and rear wheel of someone whose bike was locked through the front tire.

Replace the standard skewers holding the wheels to the frame with lockable ones -- available at any good bike store. The compression ring for the saddle post can also be replaced with one that requires a tool to open it. Spend money on a really good lock. And don't buy a flashy bike.
