for every wacked-out unintuitive conclusion, there is usually a team of hard working scientists who've collected the data and developed the statistics to find just the right set of requirements needed to significantly increase safety, or anything else for that matter.
that a government would actually listen to and act upon the advice of a bunch of nerds in such a straight forward manner, without regard to the social implications, is the thing which is truly startling.
