His comments that he was not Candidate Number 5 seem to me to be a guilty man trying to preempt bad press directed towards him.
JJ Jr. must be a really sweet fella for someone, unknown to him and not working for him, to offer half a million dollars to get him the seat. Must be a secret admirer.
There is no allegation that there is any $500,000 that would have been transferred to Blago in the short term. The complaint alleges an offer of future fundraising assistance (i.e. legitimate political activity in Illinois -- look it up: Illinois state political office fundraising is basically unrestricted!) that it is alleged that it was asserted could amount to $500,000. Blago according to the complaint found this unsatisfactory because of the possibility of reneging, and was caught wondering aloud about receiving upfront earnest money (presumably in an amount far less than $500K).
